Phase I: Southeast Queens and Brooklyn Proof of Concept

 Amtrak will need to close and repair each of the East River Tunnels as late as 2025, reducing LIRR's capacity between Penn Station and Jamaica. NYCTRC has therefore scaled back Freedom Ticket's Phase I as originally proposed in the full report.

The new Phase I proposal includes travel between SE Queens stations (Rosdale, Laurelton, Locust Manor, St. Albans, East New York, and Nostrand stations) and Atlantic Terminal. Once the East River Tunnels are repaired, Freedom Ticket can move into its next phases, bringing greater relief to both commuters and the MTA alike. 

Rider Value: Riders traveling between  SE Queens and downtown Brooklyn or lower Manhattan  could use the LIRR's Atlantic branch and easily transfer to subways  at Atlantic Terminal. Riders will save significant travel-time, and do so at a much lower cost.  

MTA Value: Many of the Atlantic branch trains run almost half empty in both AM and PM peak periods. The MTA can make better use of the Atlantic branch by filling current non-revenue producing seats. 

Economic Value: Increasing ridership on the Atlantic branch can encourage City-identified economic development in both SE Queens and Brooklyn.
